Does a composer decide on the Raaga on which the krithi will be constructed or write the krithi first and then decide on the Raaga. Sorry if I am asking a dumb question!! Total newbie and trying to understand Karnatik music (at a very late age, I must add )

It depends.
The krithis when appear to some due to bhakthi, they will not have any raagaas but only the lyrics since they can be sung in any raagaa.
A few like me, if they find a particular raagaa or tune appealing very much immediately sit over and compose.
Even I understand that GopaalakrishNa Bharathy and Thyagaraaja were impressed by the raagaa Abhogi krithi composed by each and created some krithis in it.
However, a composer normally on inspiration never sets a krithi composed by him/her in any specific thaalam which is done by the people who write notations to it to fit into a particular rhythm.
You can hear many songs of Paapanaasham Shivan and wonder how they are tuned to particular raagaas of krithis composed by some famous contemporary composers or pre PNS era.
There are a lot of examples.
Even PiththukuLLi Murugadhass adopted many film tunes and made his own krithis.
You can also find many Islamic and Christian Songs are made in famous raagaas of particular krithis, for example "Maargazhi Maadam Thiruvaadhirai NaaL" of GopaalakrishNa Bharathy as well as some ever green film tunes of yester years.
